SHFC Advances CMP Review with Key Insights from PIDS Research

On Friday, the Social Housing Finance Corporation (SHFC), led by President and CEO Federico Laxa, held its third Technical Working Group (TWG) meeting at the agency’s head office in Makati as part of the ongoing review of the Community Mortgage Program (CMP).
This initiative aligns with the directive of Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling’s agenda to harmonize all housing modalities under the expanded Pambansang Pabahay para sa Pilipino (4PH) Program—the flagship initiative of President Ferdinand Marcos, Jr.
During the meeting, Philippine Institute for Development Studies (PIDS) Vice President Dr. Marife Ballesteros presented two of her key research studies: “Implementation of CMP” and “Measuring the Housing Affordability in the Philippines.” These studies are expected to provide valuable insights into enhancing the CMP framework and addressing broader issues related to housing affordability.
Executive Vice President Atty. Junefe Payot presented a comparative study of housing programs in Thailand, Brazil, Chile, South Africa, and Uruguay, drawing attention to best practices and key lessons that SHFC could consider adapting to enhance CMP implementation.
Meanwhile, Mega Manila Vice President Engr. Elsa Juliana Calimlim discussed crucial issues on community project development. She highlighted challenges such as the presence of recalcitrant beneficiaries, substitution of members, and land valuation concerns, all of which significantly impact project success and long-term community management.
Support Cluster Senior Vice President Atty. Leo Deocampo, Accounts Management Senior Vice President Josefina Banglagan, Program Development and Enhancement Vice President Atty. Maria Rosalie Richa Taguian, Corporate Communications and Planning Vice President Florencio Carandang, Jr., Resettlement Services Vice President Bob Flores, and Treasury Vice President Jason Yap offered insights and comments to help guide the ongoing review and enhancement of the CMP.
Concluding the meeting, Laxa instructed the TWG members to examine critical aspects that will enhance the CMP, emphasizing the importance of a participatory approach and affordability, and ensuring that the program remains responsive to the needs of the poor.
